
Overdue Procedures for the maritime operation
Responsibilities
Skippers
- Boat skippers arrange a suitable, shore based point of contact, before departing
- Skippers ensure weather and conditions for boating are safe
- Skippers ensure all safety equipment is on-board and operational
- Skippers shall ensure there is adequate fuel on board
- Skippers will start the get home safe app to record the day’s activities
- Skippers inform shore based contact:
— where they are going
— who is with them
— how they can be contacted (radio, satellite, or mobile phone) and
— when they expect to return.
- POC will ensure they are aware of the planned boating activities as above
- POC will monitor the progress / check-ins
- POC shall have access to get home safe
- POC will attempt to contact the vessel if an agreed check-in is missed
- POC will escalate to management once the vessel is 30 minutes overdue
Get Home Safe
- Will track progress through the cell phone or in-reach satellite tracker
- Will reminder skipper to check-in
- Will alert the POC that the vessel has not checked in regardless of whether the vessel is in cell phone range
- POC has 15 minutes to acknowledge they are looking into the overdue vessel before it sends a further text & email
- If no one has acknowledged the vessel is overdue after 30 minutes, all administrators (including Craig Grant) are notified that the vessel is overdue from the get home safe cloud based reporting.

Procedure for vessel overdue by 30 minutes
(Taken from section 7 of the H&S manual) As a guide to the manager and/or Manager, People and Capability responsible for the search, one or more of the following responses shall be made:
- Get home safe
- cell phone
- satellite (in-reach) if available
- check last know position of vehicle (eroad)
- Try radio / crosswire
Send staff
Send staff to the last known location to determine if Council vehicles are still at that location. Ensure that the reconnaissance party has adequate communication (seek appropriate communications advice)
Contact the Police and or coastguard advise of the situation

Consider chartering helicopter
Charter a helicopter to undertake a search in the vicinity of the operation. (use staff as spotters on the aircraft); and
Set up a Council co-coordinating centre
Set up a Council co-coordinating centre, and advise management of its location.
- Consider checking with departments emergency contacts for staff emergency contacts.
- Consider calling out other horizons vessels to help look
- Consider other commercial vessel operators that may be in the area
- Consider coastguard involvement
